Today we laid off the fourth employee since I joined the firm 22 months ago - we're only 21 people. Right now, we're short 4 people (2 due to layoffs, 1 a new position and 1 an employee move) and in the frenzy of hiring.
It's crazy, but exciting due to the possibility of adding great people to the team and improving work flow.
This is the yucky part though - discipline and letting go.

It totally sucks to have to tell someone that they are toxic. It's the worse kind of confrontation because you have to identify reasons for rejecting them.
The good news is that you are purging your business of toxic people that are detracting from your goals.
The worse part is when they aren't toxic, but you just can't afford them anymore.
I just think it is great that you are focus on the new energy and excitement of change and progress. Good luck!
Sorry it is a hard time. I have great respect for you though. I think it is important to make sure that you have a good team and that you do the difficult work of addressing things that aren't working. I would love a manager like that about now. I think I am stuck in the bad place of always pulling off good things in bad situations, so people never really fix the situations. It is time to ask for more help and I should probably ask for a raise too.
Here's to energizing and exciting team building.
